Settings that stop a quiz from completing

The Moodle quiz not marking complete problem usually traces back to activity settings rather than the questions themselves. Moodle only records completion when the rule attached to the activity is met, so a submitted attempt can still show as incomplete.

Turn on completion tracking in the course settings before setting activity rules.
Set a grade to pass if the completion rule requires a passing grade.
Grade any manually marked questions, since ungraded attempts may not count.
Use the View rule only if students are expected to open the quiz page.
